What we do The Community Services District (CSD) serves as the local government for Indian Valley. It is similar to a city government, supplying such services as fire protection, fresh water, street lighting, wastewater treatment, ambulance, museum, and recreational facilities. The CSD exists under California law governing special districts (Government Code, Sec 61000 et
seq).
SERVICES
Fire Protection The Indian Valley Fire Department provides fire protection and rescue services to the residents of Indian Valley. The Fire Department consists of volunteers overseen by a paid Chief. There are 4 fire stations located strategically throughout the valley. The Fire Department is supported solely through property taxes and private donations.
Water The fresh water system for the town of Greenville is made up of Round Valley reservoir, a water treatment plant with a
720,000 gallon storage tank, and 6 miles of delivery mains, all monitored and maintained by the CSD's Water Department. Additionally, residents of Crescent Mills are served by their own system which is made up of a spring, a treatment plant, and
a 231,000 gallon storage tank, as well as distribution mains. Both systems provide clean fresh water for all residents as well as for all amenities. Each lot is metered, and monthly billings are made according to water usage.
Wastewater The CSD provides wastewater treatment at its facilities in Taylorsville and Greenville. These systems are serviced by the CSD maintenance staff. Fees are charged to support regular operations and maintenance.
Recreation The CSD owns a number of recreation facilities for the use and enjoyment of the residents of Indian Valley. These include a pool in Taylorsville, and a park with two softball fields, a playground, and a picnic area in Greenville. These are supported by donations and use fees.
Street Lighting The CSD is responsible for providing street lighting for both Greenville and Taylorsville.
GOVERNMENT
Board of Directors A five-member Board of Directors conducts the business of the District. The Directors are elected to a staggered 4-year terms by voters registered in Indian Valley. Board meetings are held open to the public every second Wednesday of the month at 6:30 P.M. at the Greenville Town Hall. Proceedings follow an agenda, which is published in numerous spots for public review 72 hours before the meeting.

General Manager The Board employs a General Manager who oversees the day-to-day affairs of the district. The General Manager has authority over all District employees and is responsible for implementing Board decisions.
FUNDING The CSD's services are funded by property taxes, special assessments and standby charges collected by Plumas County on the regular property tax bill. Some funds are collected through user fees such as water, sewer, and recreation charges and capacity fees for new water connections.
