General Manager

Chris was born and raised in San Jose, CA. A.S. Degree from West Valley College in Park Management. B.S. Degree in Administration of Justice from San Jose State. M.P.A. from Golden Gate University in Public Administration. He's a graduate of the F.B.I. Academy. Chris has served many decades in law enforcement, mainly as police department management in multiple California communities. He's an avid hunter and enjoys singing with various groups in Lassen County. He's also the current G.M. for the Spalding Community Services District.

James Hamblin

Fire Chief

Jim Hamblin has served as the Fire Chief for many years in both the communities of Greenville, California, and Taylorsville, California. Chief Hamblin started with the Fire Department here in Indian Valley in 1948. His years of dedicated service to these communities is always Greatly appreciated. Tashiauna Towers is the newest member of our team here at IVCSD. As the receptionist/meter reader for our Indian Valley Community, you might catch Tashiauna out in the field reading meters or in the office with a customer. Tashiauna loves hiking, fishing, and being outdoors and has been taking advantage of all of the beautiful outdoor recreational activities as a long time Plumas County resident.​


Operations Manager

Don Silva is an integral part of the IVCSD team, as the Chief Operator of both Water and Sewer. He and his crew are responsible for weekend/holiday 24/7 daily coverage, and does all of the fun, mud covered jobs you can imagine with a water and sewer operation. A dedicated person and always here to lend a hand. Running the tractor, going on rounds, reading meters, you can imagine the never ending jobs performed by Don to keep the systems running. A constant attention to leaks and repairs keeps this guy running!

Office Manager/Board Clerk/Archivist

Jeff Titcomb is the Office Manager and Board Clerk for the IVCSD. Jeff will be in the IVCSD office Mon. through Thurs. from 9:00 a.m. until 5:00 p.m. taking payments, assisting customers, and whatever is needed to make sure that the business of the IVCSD runs smoothly. Jeff has completed 3 years of Board Clerk/Secretary training with the California Special District's Association, and is certified for each year of training. Feel free to bring your payments in or stop by and address any billing concerns, and make payment arrangements. We are here to serve the needs of the residents of Indian Valley, and Jeff's smiling face, good disposition, and customer service skills are just right for the task at hand. George Wolley

  George Wolley is our newest Water Operator.  George came to us from the City of Loyalton and is very excited about being here in Indian Valley.  He’s been here for one year and has learned much about our systems.  He has his Water Treatment I&II and Distribution I&II certificates, along with being a Wastewater Operator in Training.  You will most often see George down in some hole working on pipes and wearing the dirt around him.  George loves to eat and will always accept food when offered.
